Meet Our Founder

Mr. Cyril B. Romney was born on the island of Tortola in the British Virgin Islands on March 1, 1931. He obtained his early schooling in Tortola, St.Kitts-Nevis, and Barbados, Mr. Romney obtained a Bachelor’s degree in Economics and Business Administration from Inter-American University in Puerto Rico and a Master’s Degree in Economics and Political Science from Syracuse University, New York.

Mr. Romney began his teaching career at the age of 13 for 5 years until he was 18. This young achiever subsequently transferred from the field of Education to Public Administration in the Civil Service of the British Virgin Islands, and held the posts of Administrative Secretary to the Minister of Works and Communications, Permanent Secretary to the Chief Minister, and Financial Secretary, which post he held for 4 1/2 years.

Mr. Romney took early retirement from the Civil Service after 27 years of public service and pursued a career in private enterprise as a business and travel consultant with the firms of Romney Associates Consultants Limited and Travel Plan Limited which he owns.

Mr. Romney was elected to the Legislative Council in 1979 and served three consecutive terms, of which one term he served as Chief Minister and Minister of Finance. Mr. Romney is referred to as the prinicipal architect for the Financial Services Industry that thrives in the BVI today as the leading revenue source for the Government. He is also acknowledged as the introductory force behind the entry of cruise tourism in the territory. He is a permanent Justice of the Peace, a founding member of the Rotary Club of Tortola, and a member of the B.V.I. Chamber of Commerce and Hotel Association.

Mr. Romney and his wife, Lily, of 50 years successfully raised a family of 5 daughters, all of whom have been educated in Business to Bachelor's degree level in the United States and currently work in the family’s tourism-oriented business. Mr. Romney was and avid sportsman and now enjoys watching the various sports.
